FAO Taking the Lead in Livelihoods

FAO, through its technical assistance and supporting role is continuing to assist ERRA’s Livelihood Rehabilitation Programme in the following ways:

  • Livelihood Working Group Meetings: Assisting in the coordination of the Working Group (LWG) Meetings held fortnightly in Mansehra and Muzaffarabad. These meetings provide a forum for coordination and communication between ERRA and NGOs, UN agencies and Government line departments working in livelihood based sectors.
  • Livelihood Core Group Meetings: FAO is also providing support to ERRA’s Core Group Meetings which meets on a needs-basis. The Core Group’s prime role is to focus on policy issues. It gives guidance to ERRA on taking policy decisions based on the feedback from LWG, and makes corrections, identifies gaps and suggests ways to address these gaps. It is also mandated to propose and encourage some partner organizations to take innovative actions in the livelihood based sector. FAO also contributed to the Livelihood component of the second quarterly progress report of the UN Early Recovery Plan (ERP).
  • Who is doing What Where ( ..................): Who is doing what and where has been an important issue in all sectors for emergency assistance and program planning since October 2005. The initial response was uncoordinated as NGOs took on areas on the basis of need and availability. FAO has focused on livelihoods as part of its strategic technical assistance to ERRA, and has formulated an extensive matrix in this regard. The W3 matrix has been handed over to ERRA.
  • Seed & Fruit Plants Certification Assessments/Livestock Infrastructure: Following a request from ERRA, FAO carried out a study on seeds and fruit plants certification with the aim of expanding orchard plantation as a means of generating income in the earthquake affected areas. FAO also assisted ERRA in preparing a detailed cost estimate of animal health facilities e.g. tehsil and civil veterinary hospitals and civil veterinary dispensaries required for repair or reconstruction. FAO has since prepared a concept note to present to donors on Livestock Infrastructure.
  • FAO/WFP Household Survey: The main objective of the FAO/WFP-led household food security and market assessment to be initiated in January 2007, is to follow up on the WFP/UNICEF joint Rapid Emergency Food Security (REFS) and Nutrition Assessment (NA), Pakistan Market Assessment and FAO initial assessments.
  • EC/UNDP Funded Community Based Livelihood Recovery Programme: FAO is one of the several executing agents of the EC/UNDP-funded-community based livelihood recovery programme and is responsible for the implementation of agriculture and rural infrastructure components. The programme is implemented in Balakot and Muzaffarabad tehsils. FAO has already completed the 2006 rabi wheat seed and fertilizer campaign (see page 2 for details). FAO is now recruiting national specialists and finalizing memorandum of understanding with relevant government line departments for the implementation of community and farm forestry, rehabilitation of rural infrastructure (irrigation schemes, soil and water conservation structures and landslip stabilization measures) and the establishment of tillage pools, fish farms and fruit plant nurseries
